Go up the stairs to the control room, where you will find a main switch and a row of red lights. There is also a note with instructions to clear the pipes of blackages.
Now it is time to clear the pipes. Head back to the main chamber, then down the ladder to a flooded chamber below.
Find a large section of pipe with an open hatch. Approach the hatch opening and use your melee attack to clear the blockage. The hatch will close and the chamber will drain partially. Find a second blockage and clear it to drain the chamber completely.
There is one more blockage to clear. Find the opening in the floor and drop down to the space below, where you will find the third blockage, along with a body - supposedly the manager's - trapped in the machinery. Clear the third blockage and head back upstairs to the control room.
With the blockages cleared and all green lights, the main power switch can be activated. This will raise the door to the manager's office, revealing the full extent of her obsession with Antón Castillo.
Loot the chest in the manager's office to receive The True Loyalist unique shotgun and complete the treasure hunt. In addition to the shotgun you will earn 150 XP and 50 Metal.
To exit, head back to the main chamber and up some stairs on the right to a locker room, then through a chained door to the outside.
Note: There are two collectible documents that can be retrieved during this mission. One is in the manager's office, and another one is in the locker room.
